Salary ranges for each position are composed of six steps - Step 1 through Step 6 (except management positions). Each step represents an increase of approximately 5%.

Special Compensation requirements are incorporated in each respective employee contract, MOU, and Compensation Plan below and were previously approved in a public meeting by the City Council.
The Human Resources Department works with City departments to interpret labor agreements, address and resolve employee grievances, and assist with employee disciplinary processes. The department also investigates discrimination and harassment complaints, and conducts random drug and alcohol testing of employees to comply with federal requirements. The Director of Human Resources and Risk Management serves as the chief negotiator representing the City's interests during contract negotiations with various employee associations. The City of Buena Park participates in the California Public Employee's Retirement System (CalPERS). City employees do not participate in Social Security.
